The Presbyterian Church (U.S.A.) Presbyterian reaffirms, within the context
of its Polity commitment
to basic principles of
Presbyterian polity:
a. The particular churches of the
Presbyterian Church (U.S.A.) wherever
they are, taken collectively, constitute
one church;
b. The church shall be governed by
presbyters (elders and ministers
of the Word and Sacrament, traditionally
called ruling and teaching elders);
c. These presbyters, who are aligned with
the same Primary Synod (Auburn
or Westminster) as their congregation,
shall come together in governing bodies of
their Primary Synod, (either the
Auburn or Westminster Primary Synod);
d. Presbyters are not simply to reflect the
will of the people, but rather to seek together
to find and represent the will of
Christ;
e. Decisions shall be reached in governing
bodies by vote, following opportunity
for discussion, and a
majority shall govern;
f. The higher governing bodies
of each Primary Synod (Westminster or
Auburn), shall have the right of
review and control over a lower one
and shall have power to determine
matters of controversy upon reference,
complaint, or appeal;
g. Presbyters are ordained only by the
authority of a governing body
of the Primary Synod (Auburn or
Westminster) with which their
congregation is aligned.
h. Ecclesiastical jurisdiciton is
a shared power, to be exercised
jointly by the
Presbyters gathered in their
respective governing bodies
of their respective Primary Synod
(Westminster or Auburn)
in accordance with the guidelines
of their Primary Synod, and
this constitution;
i. Governing bodies aligned with
their Primary Synod (Auburn
or Westminster) possess
whatever administrative authority is
necessary to give effect to duties
and powers assigned by the
Constitution of the church.

their respective Presbytery, proceeding Covenant directly or though
a commission, shall
receive applications for membership
in the church--whether by profession
of faith, reaffirmation, or transfer of
membership--from persons wishing to
unite in forming a new congregation.
These persons shall covenant together as
follows:
We the undersigned, in response to the
grace of God, desire to be constituted as a
church to be known as _______. We promise
and covenant to live together in unity and
to work together in ministry as disciples of
Jesus Christ, bound to him and to one another
as a part of the body of Christ in this place
according to the principles of faith, mission,

proceed to the election of elders and
deacons, making provision in
cooperation with their respective
Presbytery for their preparation,
examination, ordination, and
installation
b. Their respective Presbytery shall
continue to work closely with the congregation
in securing pastoral
leadership, in plans for the service and
witness of the particular church, in
coordinating its work with other
churches, in counseling concerning bylaws
for the congregation conforming
to the Constitution of the Presbyterian
Church (U.S.A.), and in giving other
forms of support and encouragement
that will strengthen the mission of the
congregation in the larger life of the
denomination, in accordance with the
guidelines of the Primary Synod
with which they are aligned (Westminster
or Auburn).
