G-1.0400        The radical principles of
Historic           Presbyterian Church Government
Principles        and Discipline are:
of Church          That the several different
Government      congregations of believers,
                       taken collectively,  constitute
                       one Church of Christ, called
                       emphatically the Church, that
                       a larger part of the Church, or
                       a representation of it, should
                       govern a smaller, or determine
                       matters of controversy which arise
                       therein; that, in like manner,
                       a representation of the whole should
                       govern and determine in regard
                       to every part, and to all parts united:
                       that is, that a majority shall govern;
                       and consequently that appeals may be
                       carried from lower to higher governing
                       bodies within their Primary Synod
                       (Auburn or Westminster), til they are
                       finally decided by the collective wisdom
                       and united voice of their Primary
                       Synod (Westminster or Auburn), and
                       the PCUSA as a whole, depending upon
                       the issues being addressed. For these
                       principles and this procedure, the
                       example of the apostles and the practice of
                       the primitive Church are considered
                       as authority.

                        Presbyterian Church (U.S.A.) wherever
                        they are, taken collectively, constitute
                        one church;
                          b.  The church shall be governed
                        by presbyters (elders and ministers
                        of the Word and Sacrament, traditionally

                          c.  These presbyters, who are aligned
                        with the same Primary Synod (Auburn
                        or Westminster) as their congregation,
                        shall come together in governing bodies
                        of their Primary Synod, (either the
                        Auburn or Westminster Primary
                        Synod);
                          d.  Presbyters are not simply to reflect

                          e.  Decisions shall be reached in
                        governing bodies by vote, following

                        and shall have power to determine
                        matters of controversy upon reference,
                        complaint, or appeal;
                          g.  Presbyters are ordained only by
                        the authority of a governing body
                        of the Primary Synod (Auburn or
                        Westminster) with which their
                        congregation is aligned.
                          h.  Ecclesiastical jurisdiciton

                        exercised jointly by the
                        Presbyters gathered in their
                        respective governing bodies
                        of their respective Primary
                        Synod (Westminster or Auburn)
                        in accordance with the guidelines
                        of their Primary Synod, and
                        this constitution;
                          i.  Governing bodies aligned
                        with their Primary Synod
                        (Auburn or Westminster) possess
                        whatever administrative authority
                        is necessary to give effect to duties
                        and powers assigned by the
                        Constitution of the church.
